Executive Order 1976-15, issued by Governor James Edwards, allowed suspects held in county pretrial detention facilities to be transferred to Department of Corrections facilities. Each case had to meet specific qualifications for the order to be issued. In extreme circumstances, this procedure could be waived. In 2000, Governor Hodges issued Executive Order 2000-11, narrowing the types of individuals eligible for sakekeeping: high escape risk, a high danger to others, or is in high danger from other inmates or the public.
