This series consists of two copies of the 1790 Constitution, the original and a copy certified June 24, 1790, by Peter Freneau, Secretary of State. Both are oversize parchment documents. A third folder contains photostats of the original constitution. The 1790 Constitution much like the Federal Constitution provided protection to property and institutions against the general public and the popular vote with the legislature electing most state offices from the Governor down. Both suffrage and eligibility to serve in the General Assembly, much like the 1778 Constitution, remained exclusively with those who met the property and tax requirements.
