Brown, date of birth is 4/7/1981. Christopher has battled drug addiction since the age of 16. He is now 34 years old. He lost his driver's license in the State of Vermont 12 years ago. He was incarcerated for three years and released on 11/4/2015. During his incarceration Christopher has participated in substance abuse programs voluntarily as it was not a part of his sentence. He has remained drug free since 11/4/2012. Upon his release he has moved back to South Carolina with me. He is working on getting his license back and is currently enrolled in an intensive outpatient program through the Kennedy Center here in Berkeley County for substance abuse. This program is 18 three-hour sessions over a 6 - 7 week period. The DMV for VT states that this will not satisfy their requirements to release the hold on his license. They indicated that any counseling and program work he did while incarcerated will not count and they require 18 - 20 sessions over 6 months. They also state that this intensive program will not satisfy their requirements as it is not 6 months long. My argument is that he has voluntarily participated in programs during incarceration, has remained drug free for over 37 months. When you count the hours of counseling they require which is 18 - 20 hours over 6 months and he is doing 78 hours over 6 - 7 weeks he has more than met the hours of counseling. If he had not done anything while incarcerated I could understand, but what this indicates is that prison counseling does not meet requirements of the State and therefore that is waste, fraud, and abuse of resources. He is not moving back to Vermont. Is there anything that you can do to help him? I have tried appealing to the VT DMV. To me this seems as if they are negating any effort he has already made. He is employed full time, I am driving him everywhere he needs to go. He has come here to help me as I am on disability due to an auto-immune disease. As SC is a sovereign state is there anything that can be done to issue him his SC driver's license upon completion of this program and payment of reinstatement fees of $400, and disregarding the hold that Vermont has placed on his driver's license.
