Attached is a copy of a loss report for DOT that we believe contains information that falls within your request. As you will note, the report contains more than 17 claims. Upon review, please let me know the 17 claims you’re interested in.

Mr. Sloan found a report entitled, “The Relationship of SCDOT Damage Claims and Lawsuits to Roadway Engineering Safety Issues” issued by Clemson University in 2010 or shortly thereafter. I found a copy of it on the Internet by Googling that name. The report, with appendices, is 208 pages long.
For your convenience I attach a copy of the title page (which is the first page of the report) and Appendix G (which is at the end of the report).
Appendix G under “Cause Code” lists “Water on Road Surface” as the third most frequent Cause Code and shows 23 lawsuits and 17 payouts costing more than $2 million.
This is the document that prompted our FOIA request.
