I would like to propose an idea about how to raise funds for the repair of our infrastructure.
When gasoline is purchased at the pump via credit card or debit card, and you are outside your local area, you are asked to enter your zip code to verify your card. When an out of state zip code is entered, impose a tax or fee on non South Carolinians who travel through South Carolina via our highways. A few cents per gallon would rapidly amount to major funding without hurting the residents of South Carolina.
