A quick look at what’s going on at the Capitol:

• In the House — Convenes at 10 a.m.; Judiciary subcommittee takes up joint resolution that would add the name of Essie Mae Washington-Williams to the Strom Thurmond monument on the State House grounds

• In the Senate — Convenes at 10 a.m.; continues work on the $5.3 billion state budget proposal for 2004-05

• Elsewhere — 2:30 p.m., Gov. Mark Sanford holds news conference to push for the passage of his education initiatives in the last few weeks of the legislative session, first-floor lobby, State House
