Reed Elkin of Troop 50 in Charleston SC, completed his Boy Scout Eagle Board of Review, and advanced to the rank of Eagle Scout on March 15, 2016.  The official Court of Honor ceremony will be held May 1, 2016.  Reed has toured the Statehouse, is proud to be a South Carolinian, and has a deep interest in history and government.  It would be meaningful if a letter of commendation could be sent to him, recognizing the achievement and citizenship of a local young man.  Any letters would be presented on May 1, 2016.  Would it also be possible to obtain a state or US flag flown over the Statehouse?  Thank you very kindly for your consideration.
