Haley, I am writing to advise and seek assistance from your office regarding an improper situation involving Mayor Janice Curtis and Mayor Pro Tem Matthew Gooch in Simpsonville, SC. Mayor Curtis and Mayor Pro Tem Gooch have repeatedly refused to sign a check for the payment towards obtaining National Accreditation (CALEA). The item in question was included in the City's 2015/2016 Budget, after two readings became an ordinance. At the most recent Council Meeting on a motion by Council Member Sylvia Lockaby to sign the check in question, Mayor Curtis and Council Members Gooch, Hulehan and Cummings voted to not sign the check. This effectively represents violation of a City Ordinance and a vote to support an illegal act. Further, these actions are not in keeping with the oath of office each council member must take before assuming office. Further, Simpsonville's City Ordinance Chapter 2, Article II, Section 2-34(b) states " A mayor shall be elected from the city at large in the manner provided by law. The mayor shall be recognized as the head of the city government for all ceremonial purposes and by the governor for purposes of military law. He or she shall preside over the meetings of the city council, but shall have no regular administrative duties. The mayor shall provide the city council with information, guidance and leadership in matters of policy determination." Mayor Curtis with the support of Council Members Gooch, Hulehan and Cummings has from their first day in office routinely gone beyond her authorities through intimidation and threats: 1. Mayor Curtis Threatened the removal of Ward 2 Council Member Taylor Graham from a council meeting. He was addressing a constituent to clarify some information. 2. Mayor Curtis ejected Ward 6 Council Member Sylvia Lockaby from a council meeting. When this was done, my husband and I left the council chambers with Mrs. Lockaby because we felt we didn't have any representation as she is our Ward council member. Mrs. Lockaby was only making a statement. 3. Mrs. Curtis has routinely covered microphone at public meetings for secret conversations with other council members and city attorney clearly a FOIA violation for conducting a public meeting. This is very childish and immature and not appropriate behavior for a Mayor. 4. Culminating with the violation of a city ordinance authorizing payment to CALEA for National Accreditation and encouraging an illegal vote to violate the said Budget Ordinance. We want and pay through our taxes for the best protection for ourselves and our children by the Police. We want our Police Dept. to be 21st century ready, not operating with out-of date technology and work methods. At the March 22, 2016 City Council Meeting there will be attempt to amend the budget to remove the CALEA payment in order for the aforementioned council members to cover up the ordinance violation.
