Dear Governor Haley:

With respect, the law requiring a two-thirds vote of both houses of the state legislature to remove the flag is just morally wrong.

I respectfully suggest that you simply order the Capitol groundskeeper or whoever has the responsibility for that flag and flagpole to simply remove it.  The law as it stands is an infringement by the legislature on the Executive Authority of the Governor.  I sincerely doubt any court will sustain that law given the current circumstances.

To paraphrase President Ronald Reagan, "Governor Haley, tear down this flag!"
