Sanford says he doesn't want such an important issue to be handled in a special election that would not draw as many voters as a general election.
The half-cent tax was approved by voters in 2002, but the result was tossed out by the South Carolina Supreme Court, which ruled the ballot wording appeared to favor passing the tax.
Sanford says the state is considering putting 800,000 dollars into the bus system to keep it afloat until the general election in November.
The governor says it would be up to local the government to raise the rest - about one million dollars to keep the bus system running.
