Earlier I spoke to SC Army Corps of Engineers ACE my cargo container idea as explained further. I just sent to ACE HQ &amp SC office a message that you can use cargo containers to help deal with flooding, dams and levees just as I told New Orleans Army Corps of Engineers during Katrina.

BRIDGES and ROADWAYS can be temporarily tackled using Dr Bill Wattenburg's idea of railroad flatcars which proved to be a temporary California I-5 fix within days rather than months in March 1995: http://articles.latimes.com/1995-03-13/news/mn-42220_1_local-roads

You may also want to contact Caltrans regarding this.

Please share this information with as many municipalities as you can as I believe in the principle of subsidiarity... that things can be done more effectively the more empowered people are at the local level, if they have access to the right tools and are given the opportunity to just do it.
