MINUTES OF BAMBERG COUNTY COUNCIL
SPECIAL CALLED MEETING - April 21, 2009

In compliance with the Freedom of Information Act, agendas for the following meeting were mailed to all members of Council, County Attorney Richard B. Ness, The Advertiser-Herald, The Times and Democrat, and a copy posted on the bulletin board in the main hallway of the County Courthouse.

Bamberg County Council met 5:30 p.m., Tuesday, April 21, 2009 in the Bamberg County Nursing Center Conference Room. Present were Chairman Clair Guess, Alzena Robinson, Dorothy Tatum, William Nimmons, Isaiah Odum. Clint Carter was absent. Others Present: Rose N. Dobson-Elliott and Richard B. Ness.

Bamberg County Council Meeting was called to order by Acting Chairman Wilson at 5:30 p.m., in the Conference Room. The pledge of allegiance to the flag was led by Councilwoman Tatum followed with invocation by Councilman Nimmons.

Council approved the agenda, Motion to approve made by Councilwoman Tatum and 2nd by Councilman Nimmons. All voted in favor.

On motion by Councilwoman Tatum second by Nimmons to approve Second Reading to the Fiscal Year 2009-2010 Bamberg County Budget. All voted in favor with staff being instructed to reduce the millage rate by two (2) mills.

Chairman Guess and Vice-Chairwoman Robinson arrived. Chairman Guess took over as Chair of the meeting.

On motion, by Councilwoman Tatum and seconded by Councilman Odum, council entered into an executive session with members of the Hospital Board and Staff. All voted in favor. Hospital Chairwoman Carter, Board Member Dr. McAlhaney, CEO Vinson, CFO Meinst, PHNS Henry Stoval, Rose Elliott and Richard Ness.

Council returned from executive session: It was reported that Hospital Staff would contact Scott Goodspeed who has worked with Stroudwater. He will facilitate a meeting between the Hospital Board and County Council and determine a recommended plan for the Hospital. Hospital staff is to follow up with a proposed schedule of meetings.

Next meeting is a Personnel Committee Meeting scheduled for April 27, 2009. Motion was made to adjourn on motion by Councilwoman Tatum and seconded by Councilman Odum. All present voted in favor and motion passed. Meeting was adjourned.
