Falling short in the final hours of the 2003 legislative session were bills that would have:


???????_Freed state colleges and universities from many state regulations, giving them the flexibility to partner with private industry without state approval. It also would have raised the state's debt limit from 5.5 percent to 6 percent, freeing an estimated $250 million in bond money for campus maintenance and construction.

???????_Reformed the Public Service Commission by creating new educational standards for commissioners and regulating contact between commissioners and the utilities they oversee

???????_Given state agency heads the ability to fire employees in the top two tiers of administration. Those employees now are mostly protected by civil service rules.
