Governor Signs Domestic Violence Bill

COLUMBIA, S.C. (AP) - Governor Mark Sanford signed a bill that strengthens penalties and fines for domestic violence offenders.

Sanford says being safe at home is central to quality of life. He says violence at home is not the answer.

The new law increases fines and penalties for first, second and third offenses.

When the law takes effect January first, the minimum fine for a first conviction of domestic violence will double to $1,000 and offenders can get 30 days in jail. That can be suspended if the person completes a counseling program.

A second conviction brings a penalty of up to year in jail and $5,000 in fines, much more than the current 30 days or $500 fine.

The new law also requires judges to receive continuing legal education on domestic violence issues.
