My husband is retired USCG and I am a supervisor for AAFES on Shaw AFB. In NY State, roads were made with a base of gravel and tar and then the blacktop was put in place. It gave strength and structure to the roads. The roads were made by the cities and counties, not by contractors. We pay road taxes every year when we register our vehicles and the roads have been neglected. This is proof positive. It's a shame that this lesson had to be learned during a crisis. I know that you inherited the existing roads, but when repairing the damaged roads, make them structurally sound, don't just patch them. Thank you for your time. Barbara
