My firm is affiliated with Insight Benefit Group.

We have developed a Solution for Pension and OPEB Liability Funding that requires zero dollars out of current and future Budgets, turns the liability into an asset on the Balance Sheet and brings the State into compliance with the GASB 45 mandate with no ARC payments.

I am a member of ALEC (American legislative Exchange Council) and we have presented our Solution to the Tax and Fiscal Policy Task Force with very positive reviews. 

Our Solution has been utilized and perfected in the Private Sector over the past 15 years. We feel we have done the modifications necessary to bring it to the Public Sector. 

The Solution is scalable so we would be able to do a Pilot program to prove the viability of our Program.
