I am married to Phillip Lopez, Eydie's son. I am writing you yet again to remind you that every single time we, as a family, hear the name Mark Lugo mentioned we are reminded of the devastating heartbreak that he caused so many people and of the void in our hearts we will have forever. On Thursday March 5th, 2015 Lugo was granted parole, our worst nightmare came to life again. After getting the attention of Gov. Jerry Brown in California he made the decision to reverse the parole of Lugo. We are so very grateful. Now today, we are preparing to attend another parole hearing to defend our sweet Eydie and get justice for her. We are fighting for her life since she never got a chance to do so. Ethically, if you know he has murdered and you have him in custody why would you ever let him go free into a world where he could kill again, even though Lugo said during the most recent parole hearing on March 5, 2015 that he would "probably" never do it again. Probably? Why would you even take a risk, a chance, or give it a second thought? Not just our family fears his release but all families should, this man killed an innocent women with his bare hands to "eliminate" his problems. Four years earlier he strangled a kitten, with the same bare hands because the animal upset him and he didn't want to deal with it anymore. See the pattern? He was praised at the last hearing for taking classes, having good behavior and completing tasks that were noted in previous parole hearings. He shows no remorse , he omits the truth and simply goes through the motions. What else would someone like him occupy his time with in prison other than going through all the channels you can, and have been advised to do, to be released? 29% of parole discharges returned to prison were re-incarcerated for murder, he is in for murder so I would imagine that the percentage would be higher in this case. The parole board from the hearing time before last concluded that Lugo "was not suitable for parole [because he] would pose an unreasonable risk of danger to society or a threat to public safety if released from prison." And Gov. Jerry Brown stated clearly in the letter that explains he made the decision on July 17, 2015 to REVERSE THE DECISION TO PAROLE LUGO "When considered as a whole, I find the evidence shows that he currently poses an unreasonable danger to society if released from prison". See the pattern? I ask with every bit of my being that you advise the Parole Board to DENY parole to Lugo this August and I respectfully request that my letter be used in the upcoming parole hearing in August 2016 and in any future hearings that he is permitted.
