How could you not manage to get funding to improve and maintain all the dams which were broken as a result of the heavy rains and Joaquin? It is a horrible loss of life and property to have occurred on your watch. North Carolina has earthen dams, and they have spent millions to keep them holding water back, but South Carolina has not spent enough. As a leader you have to do more than lament the loss.
