When the school funding source was changed from property tax based to sales tax based the unanticipated consequence was insufficient funds for education in general and textbooks in particular. The funding shortfall has resulted in students using texts that are past worn out, outdated materials, and in some cases no materials at all. Textbook adoptions have been delayed year after year resulting in extra costs for extending contracts for existing older materials. With all the focus on school equality fully funding state supplied textbooks would be a great place to start. One more thing, Governor. The current education excitement over "technology" is in no way a replacement for textbooks. The cost for textbooks is the same whether they are printed materials or digital materials. This is because a high percentage of the cost involved in a textbook, whether printed or digital, is for source materials and the editing and design process. The cost of the physical book is low and is vastly surpassed by the cost of a digital learning infrastructure for the students. Please look into fully funding textbooks this budget year as this is very important to all our students. Thank you for your time. Steve Breland
