State offices to remain open in S.C. during Reagan
funeral

-- South Carolina state government will remain open today, although workers in
many other states will have the day off to remember former President Ronald
Reagan.Under an executive order issued by President Bush, all federal offices
and governmental agencies will be closed Friday to honor Reagan.State
governments in California, Connecticut, Hawaii, Kentucky, Kansas, Massachusetts,
Missouri, Nebraska, New Mexico, New York, Oklahoma, Rhode Island, Texas and
Wyoming planned to close Friday, according to the National Conference of State
Legislatures.While Gov. Mark Sanford planned to attend Reagan's funeral in
Washington, D.C., state government would remain open, said Sanford spokesman
Will Folks.House Speaker David Wilkins said he thinks it would be appropriate to
close state offices to honor Reagan, but the General Assembly cannot do it as
the Legislature adjourned its session June 3.It also does not appear that
Sanford has clear authority to close state offices, Wilkins said. The governor
has constitutional emergency powers to close state offices during inclement
weather and, by law, can issue executive orders to close offices for
holidays.Sanford announced Thursday that flags on all state buildings would fly
at half-staff for a full month in memory of Reagan.Reagan, who died Saturday at
93 at his home in Los Angeles, will be buried Friday on the grounds of his
presidential library in Simi Valley, Calif.
