(Columbia)- Governor Sanford touted some of this years past successes but says he's still pushing for change.

There was not many surprises in the speech and much of the address was previewed when he released his executive budget.

Sanford spoke on topics ranging from education and rehabilitating prisoners to income tax reform and physical fitness.

The state faces a $350 million budget shortfall so the govenor focused on government accountability and restructuring. He also focused on the economy, the need for wealth creation, and the quality of life for the state.

Sanford also want to raise the cigarette tax to lower income taxes and says education funding will remain the top funding priority of the state.

But he says he is encouraged about what he has started over the past year.
