A few thoughts . Why aren't all trailers of any size registered and that money could go to fixing the roads or building new roads . That would certainly free up police to investigate more pressing crimes. That's a very simple solution . A golf cart needs to be registered why not trailers big small , open ,or closed. 

Why aren't jobs handed out . It has been done in Germany . Your not working or in the military or going to school/college or maintaining a full time job two choices , sign up for military service or here's your job report there Monday . If you do not jail . No state financial services will be granted without these requirements. People are lazy today and if not forced they will continue to be lazy. Most every country it's manditory military service. There are solutions. Shake people up.
