My thoughts and prayers are with you &amp your citizenry. I am originally from Grand Forks, ND now living in Fargo and flooded out homes were the "normal" in 1997.
I have been watching the resilient spirit of your citizenry emptying out everything from their homes and it's Grand Forks all over again. I believe that Grand Forks put together a very comprehensive book on rebuilding the city after the devastating flood.
I just wanted to put a reminder out to your officials, that if you needed, Grand Forks would be happy to have you question &amp get suggestions from them. When Iowa flooded catastrophically a few years ago, they found that the spirit-of-rebuilding was found in talking to Grand Forks.
May the Lord bless you all and be with Nikki Haley &amp all of you in your decisions &amp that there aren't too many "emergency" situations that can't be addressed right away.  Doreen Wigen
