New ATV Regulations
May Require Certification for Kids Under 16

You are getting out for some fresh air to see parts of the Upstate many people can't get to. ATV'ing is a popular family sport. Now the State of South Carolina is looking at a new law that would change how your children can ride. There are mixed feelings on the issue.

Just by looking at Cycle Specialties stock, you can tell ATV's are popular.

"They've taken over the dirt bike industry," Manger Jay Alexander said. Alexander is not only the manager, he has been riding for 20 years.

"Since I was old enough to get on one," he recalls.

Jay says that is typical around here. A ton of children go out the door every year with their parents, ready to ATV together.

"Usually there's not just one or two atv's in a family, there's three, four or sometimes five in a family."

Now South Carolina is looking at requiring any one under the age of 16 to take a State approved safety course before riding. They would also be required to wear helmets. No course, no wheels.

"Putting kids on the wrong atv is usually the biggest problem," Alexander said. He believes it is not the riding causing accidents, it is what the kids are riding on. Four-wheelers some in sizes for a reason.

"You can speed up or slow down your throttle control. So if the parent is not sure if the kid will be wide open crazy, you can slow it down so you can walk next to them," Alexander showed us.

Kids ATV's also have lower centers of gravity so they are hard to flip; and a safety catch that will shut off the machine if the child falls off.

"You've gotta have your gear. Helmet, goggles, boots. It's a real safe sport if you wear all your safety gear," Alexander said.

But even with all that gear, the sport can be dangerous. The bill is called "Chandler's Law" after a child who was killed riding.

This bill is up for vote in the Senate this week.
