TODAY AT THE STATE HOUSE


A quick look at what is going on today at the State House:

• In the House — Convenes at 10 a.m.; could take up legislation dealing with local property tax assessment caps and preventing gay couples from getting benefits in South Carolina

• In the Senate — Convenes at 11 a.m.; could continue debate on seat belt legislation

• Elsewhere — 8 a.m., Gov. Mark Sanford speaks at South Carolina Red Cross Day, State House grounds; 9:45 a.m., Legislative Rural Caucus unveils legislation that would create the South Carolina Rural Infrastructure Bank, State House lobby, first floor
