Though there are not any specific program at the state level that targets homelessness, there are various programs that exist and my suggestion would be to refer them to various state agencies that may be able to assist them with their issues.
There is the Community Development Block Grant Program that I would refer you to further research:

I would also refer them to DSS, DEW, DAODAS and the SC Housing Authority based on their respective and individual circumstances.
