It should have been relegated to history books a century ago. Your state is an offensive embarrassment to our country and black brothers and sisters. It is akin to waving the flag of the Third Reich emblazoned with swastikas because it represents "history"--whose history? The flag represents wholly un-American ideals. I strongly urge you to take serious action and not relent until the Confederate/battle flag is illegal on government grounds except in explicit context that it was used by those who fought to keep human beings as property.
