Revenue generated by this tax would be placed in a fund earmarked for road and bridge repairs only. It provides the funds needed to jump starts needed road repairs and places the burden directly on those that use/damage our roadways. Let the Department of Transportation (DOT) establish a road repair priority system determining where repairs need to begin. Ensure the DOT actively pursues funding from the Federal Government for those roads where their responsibilities lay, i.e. Interstates. Recommendation 2: Establish toll ways into and out of Tourist areas i.e. Myrtle Beach, Isle of Palms, Charleston, and Hilton Head Island so that revenue generated there is used to improve road conditions into and out of these high traffic areas. Recommendation 3: Change sales tax on new vehicles from flat $300 to a percentage of the value of that vehicle i.e. 3% percent not to exceed $1,500. This places greater burden on those who can afford it and on those larger/heavier type vehicles that generally do most of the damage to our roadways. Recommendation 4: Add an ad-on tax for all off-road vehicles and vehicles that have a max gross weigh of 3500 lbs or more (trucks included). This places a greater burden on those who travel on and off our roads ways creating debris fields on road surfaces. NOTE: All funding streams generated above will be ear-marked for road/bridge repairs in South Carolina less those funded by Federal Government.
