I have been getting out to institutions more consistently in recent weeks and I have been encouraged by the appearance, order and cleanliness of the prisons that I have visited. Spring is upon us and the grass and weeds are growing, presenting the opportunity for each institution and division to excel in grounds maintenance and appearance,
