I was impressed by your / your office's clear and definitive messaging and your frequent presence with updates to the South Carolina citizenry. The main focus of this note is to again ask for your help to improve cycling infrastructure in the greater Florence area. I am most immediately motivated by the news that a friend that I ride with was hit by a car this past Saturday morning in Florence. With respect to my prior email, I appreciated your staff's response. In the interim, I have researched the plans offered by the local and county governments, have spoken with the resources provided and have joined a committee that will be looking at future county planning in the area. I am trying to do all that I can to spur the implementation of safe cycling infrastructure and, as the community moves forward, the planning and implementation of complete streets to offer safe motorized and non-motorized commuting and recreation in the Florence area. My impression, based on my advocacy in the area thus far, is that while it is discussed and incorporated in to plans, these changes are not given meaningful emphasis when potential implementation could occur. I base this on both my discussions with involved individuals and on the empirical data of no meaningful cycling infrastructure here despite several "high priority" items present on plans dating to at least 2004. I would love to invite you and your family to Florence to have dinner and discuss this with my family of 7, the next time you travel to or through Florence. My oldest is 7 and like your children, they are central in my purpose. I want to teach them the values of civic duty and advocacy as well as make our community safe for them to enjoy some of the childhood freedoms the bike provided me. If you are ever so inclined, I would love to arrange a bike for you or you and your family and take you around Florence by bike so you could see some of the hurdles to safe transit from the same perspective that we do. While I appreciate your staff's response to my prior email and the resources that they put me in contact with, I am not looking for similar information. I am asking for your advocacy and executive leadership directing members of the SCDOT and other governmental agents to implement current cycling infrastructure in this region. If you are not yet a proponent of such measures, I would love the opportunity to discuss with you the quality of life, community development, safety, health, economic development, environmental, and energy independence benefits of increased complete streets development of our transportation system. Thank you for your consideration, Phil Philip J. Quann
