Many churches have gyms and auditoriums that could accommodate displaced people. While using this resource would require considerable planning starting with identifying churches that would be willing to participate, this option would allow schools to remain open with no disruption in instruction and parents would not have to scramble to find daycare options. This would also allow an opportunity for the churches to participate in a community outreach ministry! This may reduce the taxpayer burden and leave more money for rebuilding. Hope this sparks some new ways of accommodating the people of South Carolina during a disaster.
