Apparently SCDOT has never waived FOIA fees. As the largest employer in the State, they clearly need an official appeals process. At the time of my request, no elected official could move forward in abiding by State law in "maintaining" SC infrastructure. After my first round of questions, SCDOT admitted to finding discrepancies in the "public" reports. And I am willing to bet they totalled more than $2000.0 so I propose you consider my willingness to be involved with my State and having found money ...the fees be waived. 172.56.4.21
