It parallels some of the suggestions made by, Congressmen Davis and Frost in their recent book, Partisan Divide: Congress in Crisis. However, this initiative grew out of discussions between author, J.B. Andrews and Senator Harry Byrd, Jr. between 2000 and 2005. You can view details about the amendment and related background at www.ar2.online. In particular, I believe you will find the ratification plan, called the New Federalist Strategy, quite interesting. We would appreciate it if you would consider becoming a member of the National Steering Committee. You are exactly the kind of leader this initiative needs to become viable.
