Governor Haley,

    In March 2014 you issued a change to property tax rates for Active Military members (H3027) amendment to 12-43-220 which allowed us active members on orders for longer than a year to still claim the 4% tax rate on our homes as appose to the 6%. I sent my paperwork via fax to the Dorchester County tax assesor in April to ensure this was current and take advantage of that. I was charged for the 6% and my bank (Navy Federal) has made the payment causing me to owe $3100+ dollars to them; ofcourse my mortgage now has gone up substantially. I have called Dorchester County to remedy this and have them apply the 4% and refund the overage back to my bank so that everything can be as it should. They tell me they cannot correct it for 2014 but they can for the 2015 tax year. This does NOT help my situation and is outright stealing from my family and I. I also see that it reads on the Special Assesement Residence Application that "Any time before the first penalty date for taxes due for the first tax year for which the assessment is claimed" which would be 16 Jan 2015. Yet they are still denying me this right. I am on orders until 2017 as a Recruiter for the Air Force and have had no laps in Active Service. I have been on several deployments and I cannot choose to just disreguard ethics, and morals when it is convinient, I have sworn an oath to uphoald my Integrity and I ask that you please help me in this matter as to our family that amount of money is substantial to us.
