Box 13526 anderson SC 29624 atr115@hotmail.com 8642607406 ENVI Viva Recycling Anderson, S.C. 71.11.48.136 My name is Doug Proctor I am the mortgage holder to Viva Recycling in Anderson. Viva has three facilities, one In Jacksonville, FL, One in Monks Corner and one in Anderson and all three facilities are grossly out of compliance with their permits. DHEC has ordered Viva to stop accepting tires until they comply with their permit however Viva CONTINUES TO BRING IN MORE TIRE THAN THEY PROCESS. Viva is only allowed to have 4,000 tire at the Anderson site yet they have over 69,000 tires on site. Viva continues to bring in 1000's of tires while processing only a few hundred for removal. 51,000 people live within a 5 mile radius of Viva's massive tire pile that produces millions of mosquitoes and a huge threat from fire. Viva has already had a large fire at Monks Corner and that facility has hundreds of thousands of tires above their permitted limit. Viva vowed to in vest $6.9 million dollars in the Anderson site they have been here 22 months and have not invested any money they have not paid their mortgage payment in 6 months and the have not ever paid the Anderson County property taxes. The press releases look good however someone needs to look at the out of control condition of Marty Sergi's businesses. Look at the pictures online of all of Viva's sites and speak with Florida and DHEC and see for yourself that something needs to be done
