Dear Governor Haley, I'm writing because of concerns of domestic ducks being dumped in a local canal (Granitville Canal). There is a Federal law that prohibits this. The birds being dumped do not have the ability of flight. And they are not migratory birds. The canal is parallel (just a few feet away) from the railroad tracks and a busy road. Also a middle school is across the street. These ducks are not only dumped illegally, but have been slaughtered by trains, and cars. With the school across the street it is a danger  for an accident involving a child. If someone where to try to miss a bird and hit a child. Yes I feel that strongly about this madness. This small group also is telling people to feed these domestic pets bread. That is toxic to bird and causes death. They have no knowledge of these animals and just want the canal to look "Pretty". Aiken County Counsel has approved tax dollars for this private property to make it a park. I don't see how that is legal although I have no objection to park benches. My concern is the dumping of helpless domestic ducks. As a duck keeper I am appalled that this is happening. They are sentencing these birds to for sure death and committing a felony in the process. I understand you have more important matters than dealing with ducks. But this is important to me to stop the slaughter of these helpless birds. I have contacted SCDNR. But they told me they don't deal with domestic birds. I don't know where to turn. The wild geese (Canadian Geese) migrate in and out of the canal. This is normal behavior for these birds. But none flight birds, domestic, need protection from predators and weather. They can not survive in the conditions they have been placed in. It is my sincere hope that you will step in and put a stop to the slaughter of domestic birds being dumped. It is against the law. I look forward to your speedy response. Truly yours, Mary Coffey
