-- WHAT HE DID SAY
While much of Gov. Mark Sanford's address revisited ideas he had proposed before, he pitched a few new specifics:


• Tougher DUI law -- Sanford said he would sign driving-under-the-influence legislation dropping the legal blood alcohol limit from .10 percent to .08. That would save lives and keep federal highway dollars in the state, he said.

• School enrollment caps -- Sanford proposed limiting elementary schools to 500 students, middle schools to 700 and high schools to 900 students to encourage the development of neighborhood schools and stop urban sprawl.

• Department of Administration -- Sanford wants administrative functions now overseen by the State Budget and Control Board to be answerable directly to the governor's office.
