Sanford wants to cut the state's top income tax rate from seven percent to 4.75 percent during the next decade. The governor says the move ultimately puts more money in the pockets of small business owners. Hunter Howard, president of the South Carolina Chamber of Commerce, says the tax relief puts small businesses on a level playing field with larger companies. The plan has sailed through the House.
