If we do not have the money to fix and maintain our state roads, my first question is why. Is there wasteful spending involved by the highway department, or by some other state agency taking money of the highyway department? Assuming there is no wasteful spending involved, then although I am not in favor of raising taxes, I think the logical and fair thing to do is to tax the persons/vehicles using our state roads. To do that we need to (1) raise the gas taxes 2 cents per year until we are just below NC and/or GA, and (2) raise the maximum car sales tax to $500. Then make sure that all the gas tax goes to the hiway department for roads and the car sales tax is dvided equally between dmv and dot to help pay for additional highway patrol. This way everyone who uses the roads will be paying taxes (including out of state travelers). Then as you suggested, we lower state incom tax to be comparable to NC and/or GA.
