As the single father of a child with Autism I find this unacceptable for the Free and Appropriate Public Education of my child as guaranteed under IDEA. As an American I find this, along with the Federal Department of Education, unacceptable under the 10th Amendment powers granted to the States in the Constitution. Due to several attempts to undermine Federal law governing the education of Special Needs student made by this Secretary and his staff using regulatory controls instead of seeking legislative debate, it is my belief that he has overstepped his authority and is discriminating against my child and is in violation of his civil rights under the Americans with Disabilities Act. I would wish for a redress of my grievances by the proper means afforded me under the Constitution and the laws of the United States of America and the several States. I would also ask for Congressional review of this measure put forth by the Secretary, to become effective January 1st, 2015. http://www.reginfo.gov/public/do/eAgendaViewRule?pubId=201410&RIN=1810-AB16 Respectfully, Your constituent, Richard Matthew Parker 2115 Old Boy Scout Rd Clio, SC 29525 843-586-9786
