If the current employees were given the ability to weed out the abuse by actually verifying the status of all their clients and when they find abuse they could be given a bonus for actually doing their job. The person that abuses the system would then be required to repay all they received illegally or face jail time. The problem now is the system adds more and more recipients which in turn makes the employees job more secure because of the massive work load. I've also seen a movement of mayors that want to publicize the welfare list which would also reduce the rolls due to shaming some into dropping off the system. Maybe the State could pass a state wide law requiring each county to list these in local papers. Another avenue to clean the rolls up would to reward whistle blower for turning people in that aren't eligible for funds. I understand that this won't cure but one issue of abuse in Government but it would be a start. Most anybody with just a tad of common sense could come up with many more ideas of government abuse that could immediately reduce the size of the government within a year. The employees that refuse to do their jobs properly can be fired. This incentive would be enough to actually place the people that really need the assistance on the rolls. One last thing is that a mother may actually make one mistake by having a baby out of wedlock but should never be rewarded by adding a second on the welfare roles
