One cannot help but notice that the wave of Anti - Police protests sweeping the nation lately are the result of police units encountering career criminals with lengthy arrest and conviction records. In New York for example Mr. Eric Garner had over 30 previous arrests, including felonies, prior to his fatal encounter with the NYPD; Mr. Ismaaiyl Brinsley had 19 previous arrests prior to his assassination of two police officers in Bedford Stuyvesant, and Mr. Marco Parilla Jr. had 30 previous felony arrests prior to killing a former NYPD officer in Florida. Every day police units throughout the country are confronted with aggressive Persistent Felony Offenders on the streets of their communities. The citizens of the United States have a reasonable right to expect that their streets and public spaces will be kept free of career criminals who pose a danger to the public and the police serving their communities. Many States already have Persistent Felony Offender laws on their books, but they are far too weak and provide too much latitude and discretion to the sentencing judge. As a result of the inadequacy of these laws and the lax administration of the same, a criminal class has developed and grown rapidly within our communities. Career criminals, who have no respect for the law and who continue to flout the laws of our land, walk freely amongst law abiding tax paying citizens. These Persistent Felony Offenders are largely responsible for the regrettable trend of glorifying and inseminating a brutal prison culture into the communities in which they live. Mr. Garner, Mr. Brinsley, and Mr. Parilla had by their previous behavior clearly demonstrated they were incapable and/or unwilling to participate in civilized society by obeying its laws. They and the many others like them who freely roam our streets currently should have been permanently removed from society. We must put an end to the revolving door criminal justice system which places US citizens and the police at risk by returning to society career criminals who have an utter contempt and disregard for the laws of this nation and who are clearly incapable of rehabilitation and reform. I strongly urge you Governor to take the lead in removing all Persistent Felony Offenders from the streets and public spaces of our country by strengthening and enforcing new Persistent Felony Offender laws; and I urge you to convince your fellow Governors to take the necessary steps within their jurisdictions to do the same.
