Gov. Sanford's plan to reconfigure state government is making its
way through the Legislature. Among the changes:
_ Many administrative functions at the Budget and Control Board
would be consolidated in the governor's office as a Cabinet
position, including general services, procurement, internal audits,
research and statistics, human resources, employee insurance and the
State Energy Office. Other operations, including Workers'
Compensation Fund and Patients' Compensation Fund move there,
too.
_ A chief information officer position would be created to make
technology decisions.
_ The governor would be allowed to move functions among Cabinet
agencies.
_ Treasurer, secretary of state and education superintendent
would be appointed by the governor with Senate approval. The offices
are currently filled by statewide vote.
_ The comptroller general would be appointed by governor with
unanimous approval of Budget and Control Board. The office is
currently filled by statewide vote. Comptroller general and
treasurer would no longer be board members.
_ Agriculture commissioner would be appointed by governor. The
offices is currently filled by statewide vote.
_ Voters would choose governor and lieutenant governor on the
same ticket. The lieutenant governor would become a full-time post,
but would no longer preside over the Senate.
