March 2016 I registered my vehicle in Catoosa County, Georgia. Proof of this registration was sent to Anderson County, South Carolina at that time. Not long after that (April, 2016) a State Trooper was sent to the address that I previously lived at in South Carolina wanting to know where the SC state car tag was. I stated to him by phone that I had mailed it and he gave me a number to the DMV to call, which I did. I was instructed to complete form 452 (Lost or Stolen Tag) and fax it to the DMV at 803-896-8453 which I did on April 12, 2016, and got a confirmation from the fax machine that the fax did, in fact go through and was received. I heard nothing since that time until I got a past due tax notice from Anderson County on Friday, August 19, 2016. I spoke to Anderson County, and they stated to me that the car tag was still active. I called the DMV in SC and they too said that the tag was still active because no one entered form 452 into the computer. I have spoken to several people at the call center, and was given an email address to resend the form, which failed. I called yet again just to be told that I can fax the form in once again, and I asked if I could send it certified mail and was told that I could do that. I then asked for the email address for Larry Murray (Director of Customer Service Delivery) as his email address is not listed on the DMV website. I was denied Mr. Murray's email address after telling the representative that my intention was to file a complaint with Mr. Murray regarding this. I was told that I could fill out yet another form and mail it in to file a complaint. As of August 29, 2016, I have spoken to the DMV numerous times and they refuse to correct the computer error and retroactively date the cancellation of the tag, thereby causing me to owe taxes to Anderson County. I have exhausted every effort within the DMV to correct this situation, and I have no evidence to support that if I send in this information to the DMV that it will be entered into the computer. Because of the DMV's negligence,I now stand owing Anderson County over $200 for taxes that i do not deserve as I physically have not set foot on SC soil since January of 2016, and furthermore, I turned in the necessary paperwork to tell the DMV that the tag should be cancelled. I have every form that I have filled out and the dates they were filled out on, I have current registration from Catoosa County, Georgia proving that my vehicle has been registered in this county since March and I have submitted all of this evidence to the DMV with no results. if I do not pay these taxes that were unfairly levied against me, I stand to have my license suspended (South Carolina License) and I am not sure how it would translate to the state of Georgia, but I am not willing to risk my freedom or mobility because the DMV failed to do their jobs correctly. I have proven my case time and again, and the DMV has turned a blind eye to this situation. I ask that you intervene and stop this harassment by the DMV. According to SC Law, (SECTION 16-3-1700) Harassment is: ""Harassment in the first degree" means a pattern of intentional, substantial, and unreasonable intrusion into the private life of a targeted person that serves no legitimate purpose and causes the person and would cause a reasonable person in his position to suffer mental or emotional distress" Threatening to suspend my license without cause IS cause for mental and emotional distress, especially when I'm trying to re-enter the workforce as a professional driver. Under SECTION 16-7-150, "Any person who shall with malicious intent originate, utter, circulate or publish any false statement or matter concerning another the effect of which shall tend to injure such person in his character or reputation shall be guilty of a misdemeanor and, upon conviction therefor, be subject to punishment by fine not to exceed five thousand dollars or by imprisonment for a term not exceeding one year, or by both fine and imprisonment, in the discretion of the court; provided, that nothing herein shall be construed to abridge any right any person may have by way of an action for damages for libel or slander under the existing law." False statements have been levied against me by saying that the tag that I surrendered firstly, wasn't received, and secondly saying that my tag should have been active this whole time is a false statement, which has caused damages. According to SECTION 1-6-20, "The State Inspector General is responsible for investigating and addressing allegations of fraud, waste, abuse, mismanagement, misconduct, violations of state or federal law, and wrongdoing in agencies... The Governor shall appoint the State Inspector General with the advice and consent of the Senate for a term of four years. A Governor may reappoint the State Inspector General for additional terms. The State Inspector General's compensation must not be reduced during the State Inspector General's uninterrupted continued tenure in office." Furthermore in SECTION 1-6-40, "If the State Inspector General has reasonable cause to believe that fraud, waste, abuse, mismanagement, misconduct, or wrongdoing has occurred or is occurring, he must report the suspected conduct to: the Governor." I ask that you use the powers that your office has afforded you, the responsibilities that your office mandates of you, and the respect earned by you to intervene in this abusive, harassing, libelous situation because damages are occurring. While I shall be forced to pay this tax, what happens when the tag expires? What happens when the DMV, through not doing their jobs correctly, thinks that I still have this tag, am still driving the roads of South Carolina (which I am not) and then sees that I've failed to renew the registration on my vehicle because it's registered somewhere else? Will an arrest warrant be issued for me, all because of false information and negligent actions? Will the DMV's refusal to correct this situation cause me to lose even more money, or more importantly, my freedom? I ask that you feel compelled to act in this matter. It was my responsibility to submit the tag (which was done). It was my responsibility to submit the proper forms when it came to my attention that the DMV failed to receive the tag (which I did). It was my responsibility to submit evidence to both the DMV and Anderson County that my vehicle is registered elsewhere (which I did). IT IS NOT MY RESPONSIBILITY to call and hound the DMV to make sure that they entered the information into THEIR computer system. I've done all that I can do in this matter.
