Gov. Mark Sanford’s plans to unveil his new tax plan in a
statewide tour beginning today. The plan would:
• Boost to the national average —
68 cents — the tax on a pack of cigarettes
• Charge a 5-cent sales tax on
state lottery tickets
• Lower income taxes by 15 percent
— dropping the top rate to 5.9 percent from 7 percent.
Critics say Sanford’s plan would:
• Gut efforts to provide a stable
funding source for the ever-growing Medicaid program
• Reduce lottery sales, and thus,
reduce the amount of money that goes to education
• Fail to address the state’s
overall budget crisis, which could reach a $300 million shortfall
next
year.
