Governor Mark Sanford is talking about his
legislative agenda for next year. But his "contract for
change" has some familiar themes.
Sanford hopes his five-point plan for lawmakers will help
create new jobs, create an efficient, accountable government,
improve achievement in education and improve the state's
business climate.
Here are the points of the plan unveiled Tuesday
morning:
- Income Tax Relief
- Government Restructuring
- More Educational Choices for Parents
- Tort Reform
- Changing Senate Rules
The governor is calling for lowering South Carolina's
income tax rate to 4.75% over six years.
He's also calling for tort reform, to create what he calls
a more equitable civil justice system.
Sanford says the most critical goal is to reform the rules
of the senate.
Many of these measures passed the house last session, but
never came to a vote in the senate.
“I’d credit the House as well as friends in the Senate for
their work last year in moving many of these change items
forward,” Gov. Sanford said. “Unfortunately, until we fix the
rules of the Senate we’re still going to have trouble getting
any of these reforms to my desk. I’d say of all the items on
this “Contract for Change,” fixing the Senate rules is the
most critical because everything else we’re talking about
ultimately depends on getting that done. I’ve had a number of
good conversations with Glenn (McConnell) and other Senators
on both sides of the aisle on that front and look forward to
talking more specifically about Senate rules as a part of this
contract.”
Wednesday, the governor will travel to Spartanburg to
discuss the tort reform component of his “Contract for
Change.”
