Patrick Retherford 38 Landis Circle Hamilton Ohio 45013 The Honorable Nikki R. Haley Office of the Governor 1205 Pendleton Street Columbia, South Carolina 29201 Governor Haley, I would like to tell you about the experience I had today that was caused by the state of South Carolina. My birthday is coming up and I went to the OHIO BMV to renew my driver's license. The BMV workers took my information and were not able to provide me with a renewed driver's license because of an incident that occurred in South Carolina and they informed me that I needed to contact South Carolina to find out what to do to get my license renewed. South Carolina issued me a number on this document, C25214004. I was not aware of what it could possibly be because I've never been cited for anything in South Carolina during my numerous trips to the state. When I was able to get through to the number that was provided on the form from the Ohio BMV, the person at the other end said I had failed to provide some insurance document to South Carolina from an accident that occurred in 1991, 24 years ago. That jogged my memory and I remembered 24 years ago I was on my way to Hilton Head when I was rear ended by a 15 year old in a stolen car. At that time the officer that issued the accident report stated that I wasn't at fault and at that time he was presented with my insurance information. According to the person I spoke to on the phone there is some procedure that says I have to also mail in proof of insurance to South Carolina and I never did so because I was never notified to do so at the time of the accident or in the following 24 years since. The officer had my insurance information on the accident report and I'm not sure why that wasn't sufficient at the time and since I wasn't at fault it shouldn't have mattered anyway. I don't even remember what insurance I had at the time because it has been 24 years since the accident. The person on the phone said I had to write a no fault letter describing the accident and how I wasn't at fault and fax it to 803-896-8453. To add insult to injury the person also said I had to mail a check for $100 to SCDMV, PO Box 1498, Blythwood SC 29016-0040 to get my license reinstated. So I get rear ended by a kid in a stolen car, the officer writes down my insurance information, and South Carolina fails to notify me that I needed to also provide insurance information to another contact in the state at any time during the next 24 years AND I have to send in $100 to get my Ohio license reinstated. I'm writing you to make you aware of a procedure that should be modified so as to not put anybody else through the same experience that I just had to go through. I also want to let you know I am not happy to have to send $100 to South Carolina to clear up something that wasn't in anyway my fault and a second trip to the BMV to get my license renewed. I'd really like to have my $100 back to get the bad experience out of my mind put there by South Carolina. I'll come back and spend it golfing if I get it back. Felt like I was taken advantage of, Patrick Retherford
