SLED and the SC Sheriff's Association have long resisted reciprocity, but their reasons are invalid. I'll try to explain. Reason Number One: South Carolina requires training, while Georgia did not. Georgia sees mandated training as another taxation on a RIGHT. In an effort to qualify for a non-resident South Carolina license, some Georgia citizens (my wife included) traveled into SC to take the required SLED training. My wife was trained by two instructs, in Modoc, SC, and one instructor was a certified SLED instructor. Her eight hour class included eight hours in a classroom, and eight hours on the range. - My wife subsequently applied for a non-resident SC license. In fact she appealed, and applied a second time. She was denied because we do not pay taxes on real property in SC. Really? Refer to SLED's application form. - South Carolina does not require that your own citizens pay taxes on real property. Our Constitution assures us of equal protection under the law. This act alone is unconstitutional. You need to be aware that some Georgia attorneys are considering a class action law suit on this ground alone. There must be a better way to resolve this. Second Reason: Part of SLED's instruction includes classes in South Carolina gun laws, and some case law. SLED instructors were coming to Georgia to give training. Potential applicants were considering the purchase of land in SC, so they would have a tax statement to provide with their SLED application. - SLED's response was to instruct their instructors to cease giving classes to people who are not South Carolina residents. They did so under the threat that instructors would lose their certifications. As you can see, Governor Haley, there has to be another agenda. Georgia citizens can make every effort to comply with SC requirements, and there's no way around or thru them. On the other hand, a SC citizen can get a non-resident license from any of several other states, and carry openly or concealed all over Georgia. I should add that none of them have had instruction in Georgia law. Everyone in the country, who legally carries a firearm, knows that they have a responsibility to to study the laws of every state they intend to visit. So, Governor, what's the agenda? What is the origin of the hatred between our great states? I trust my comments have not offended, and that you will take my concerns to heart.
