I also understand your concern.
I agree with what DHEC suggests below. I do think if you want to be connected to city water at this time, then the appropriate course of action is to approach APC with this request.
My recommendation to APC, prior to APC's recent excavation activities, was that APC excavate impacted soils, conduct soil sampling, well sampling and any necessary water hook ups.
I also recommended that APC consider the possibility of a water hook up for your home due to the fact that it might be faster and more economical than ongoing sampling due to your proximity to the
nearby water main. Without a ground water issue, APC may opt for sampling.
Ultimately, with the large amount of dirt APC has excavated and the ongoing sampling they have planned, they may have mitigated the issue. The only way to confirm that is to take samples.

I understand your concerns and fully empathize with you about this situation.
As you know, the responsible party APC (Associated Petroleum Carriers) has initiated clean-up efforts to remove as much of the gasoline contaminated soils as possible. Soil samples have been collected
for analysis from the clean-up area. It is reasonable to expect these soil removal actions have mitigated any future problems.
At this time, APC has agreed to continued well testing and will be sending you copies of the sample results. Should you have any questions about the results, we would be glad to discuss them with
you.
I would encourage you to discuss your request for public water access with the responsible party to see what they may be willing to initiate. Their representative can be reached at:

Mr. Lee-
After giving the above mater a considerable amount of thought and thinking about options and possible outcomes, I am not interested in waiting to see if my well is contaminated or could become contaminated.
If it becomes contaminated, there will be a matter of time where my family and I will be drinking, bathing, using, cooking, watering our garden, caring for our animals with contaminated water. That
worries me.
As I am sure, you nor I want the possibility of using contaminated water. It is no fault of your own, but I am not interested in worrying about whether my water is contaminated for the next six months
or more while you perform your "testing".
Accordingly, please expedite a public water tap and the running of public water to my home at 949 Cooley Bridge Road, Belton, South Carolina 29627 per the recommendation of Brian Englert, the Federal
On-Scene Coordinator, U.S. EPA, Region 4.
I know this is not a big town like Flint, Michigan, but it is MY HOME.
