Thread-Topic: As Retired State Employee, I have long puzzeled over Santee Cooper's ability to give grants, scolerships, charitable donations and also grant themselves exorbitant bonuses on top of huge annual salaries. In light of their recent denial for the Mt. Holly Aluminum plant's request for rate reduction,their handeling of money is questionable. Why do other state agencies have to turn money back in to Budget and Cotrol? If is their structure, then their structure must change.
